Fort Valley State University’s Volunteer Agreement is new and improved. The new version supersedes and replaces any previous versions. All volunteers must complete a Volunteer Agreement form.

TRS/ORP Employer and Employee Contribution Rates
Teachers Retirement System
As you are aware, the Teachers Retirement System (TRS) determines employee and employer contribution rates one year prior to their effective date. The TRS, a defined benefit plan, operates on a fiscal year cycle (July 1 – June 30).
Please note TRS rates remain unchanged for Fiscal Year 2017.

Optional Retirement Plan
The contribution rates for the Optional Retirement Plan (ORP) will remain the same for the remainder of the 2016 calendar year. The ORP employer contribution rate will remain at 9.24% and the employee contribution rate will remain at 6%.

Summer Employment Guidelines
Please review the 2016 Summer Employment Guidelines, the summer employment period is May 10, 2016 through August 14, 2016. As with all hiring, no one is to begin working without approval from the Office of Human Resources, regardless of the start date on the PAN. TRS PROPOSED POLICY UPDATE
OUTSIDE ACTIVITY POLICY
Fort Valley State University employees must comply with USG BOR Policy 8.2.15 Outside Activities. The policy can be found at http://www.usg.edu/policymanual/section8/C224/#p8.2.15_outside_activities. For all activities, except single-occasion activities, the employee shall report in writing through official channels the proposed arrangements and secure the approval of the president or his/her designee prior to engaging in the activities. Such activities include consulting, teaching, speaking, and participating in business or service enterprises. Please note that this is an annual requirement.
The Request to Engage in Outside Activities Form should be completed and routed to your supervisor for approval.
EDUCATION SUPPORT LEAVE
To supplement work-life balance options for Fort Valley State University employees, each full-time, non-temporary employee of the university shall be eligible for up to eight hours of paid leave per calendar year to participate in activities related to student achievement and academic support that promote education in this state. Education support leave will be available to all eligible employees, both parents of students and non-parents, and may be considered for activities supporting public, private and home school activities. Activities can range from early care and learning through higher education.
Each employee must receive prior approval from his or her supervisor for education support leave activities and submit a leave request in ADP. FVSU reserves the discretion to require written authorization from a school administrator, teacher or other official prior to approval. FVSU maintains discretion to approve or deny requests for education support leave based on operational needs, or other reasons, such as conduct, attendance or unsatisfactory work performance.
Activities that promote education in Georgia may include, but are not limited to, some of the following:
- Attend Parent/Teacher conferences
- Participate in classroom activities, such as reading to a class or presenting on career day
- Tutor students without receiving compensation
- Proctor examinations
- Attend award and recognition ceremonies or graduation exercises
- Participate in field day activities or field trips
- Attend open house functions

FULL-TIME EMPLOYEES TRANSACTING BUSINESS WITH OWN STATE AGENCY
- 45-10-23. Full-time employees prohibited from transacting business with own state agency; exception to prohibition for Board of Regents employees
(a) It shall be unlawful for any full-time employee, for himself or on behalf of any business, or for any business in which such employee or member of his family has a substantial interest to transact any business with the agency by which such employee is employed; provided, however, that neither this Code section nor any other provision of law shall prevent full-time employees of the Board of Regents of the University System of Georgia from serving as members of the governing boards of private, nonprofit, educational, athletic, or research related foundations and associations which are organized for the purpose of supporting institutions of higher education in this state and which in furtherance of this purpose may transact business with such institutions or with the Board of Regents of the University System of Georgia.
(b) Any person who knowingly violates subsection (1) of this Code section shall be subject to the penalties provided for in Code Section 45-10-28.
DOAS LOSS CONTROL BULLETIN
Same Level Fall Prevention
Falls, slips, trips made up 22% of the workers’ compensation injuries in Fiscal Year 2015. Of those, the most frequently occurring were “falls on the same level.” “Falls on the same level” comprised 12 – 13% of all injuries. These injuries cost the State of Georgia just under $3 million with another $5 million in potential future costs. For the complete bulletin, click here.

HIRING WITHOUT APPROVAL
It is strictly prohibited to allow an individual to begin working, INCLUDING STUDENTS, in any capacity at Fort Valley State University without approval of the Office of Human Resources. Failure to adhere will result in disciplinary action up to and possibly including termination.
NON-FACULTY REHIRED RETIREES
Click here for a chart containing the Maximum Part-time hours a TRS retiree can work each month during the FY 2016 fiscal year. Please ensure that your rehired retiree employee adheres to these hours. Failure to do so may result in jeopardize his/her TRS benefits.
Graduate student workers are permitted to work up to 25 hours per week, all other student workers are permitted to work up to 19 hours per week.
SICK LEAVE WITH PAY
Sick leave may be granted at the discretion of the institution and upon approval by the supervisor for an employee’s absence for any of the following reasons:
- Illness or injury of the employee;
- Medical and dental treatment or consultation;
- Quarantine due to a contagious illness in the employee’s household; or
- Illness, injury, or death in the employee’s immediate family requiring the employee’s presence.
Paid sick leave shall not be used until it is accrued.
If sick leave is claimed for a continuous period in excess of one week, a physician’s statement is required to permit further claim of sick leave rights by the employee-patient. A period of incapacity of more than three (3) consecutive calendar days may trigger the need for FMLA. For more information, please reference these University System of Georgia policies:
Regular full-time and regular part-time employees may use accrued sick leave to attend an immediate family member’s funeral. Three days is the maximum amount of sick leave authorized for this purpose. Annual leave or leave without pay may be used for additional time. Immediate family includes spouse, parent, parent-in-law, brother, sister, child, stepchild, son-in-law, daughter-in-law, grandparent, grandchild, foster parent, or legal guardian. Employees who work less than half time may be excused for the above purpose but are not eligible for paid time off since they do not accrue sick leave.
University employees with veteran status may voluntary self-disclose this information using the attached Employee Data Form. Please note, this is strictly voluntary.
