Manager of Finance and Accounting for Head Start/Early Head Start

Summary:

The Manager of Finance and Accounting works closely with the Chief Financial Officer on financial data for Head Start, Early Head Start and related Expansion Programs and will: assist with or post cash receipts, cash disbursements, payroll and adjusting general journal entries; assist in the preparation of monthly and final budget reports to state, Board, Policy Council, Executive Director and staff; assist with preparation of grants, as needed; assure compliance and post in-kind reports; and prepare and disburses inventory tags and assist with inventory audit as needed.

The manager will have reporting responsibilities to both the Head Start Director and the VP of Business and Finance.

Responsibilities:

  • Oversee all EHS/HS fiscal matters
  •  Supervise Unit Fiscal Manager
  •  Draw down all EHS/HS funds
  •  Complete SF 425 reports (and other reports required to perform the job) in accordance to Federal regulations
  •  Maintain the integrity of the EHS/HS Office of Fiscal Affairs
  • Assist the Grants and Contract Coordinator, the VP of Business and Finance, Head Start Director and the Unit Fiscal Manager with the annual budget development
  • Enter the EHS/HS budget into the accounting system and verify its accuracy
  • Prepare monthly income and expense statements in coordination with the agency according to monthly closing procedures
  • Generate financial data reports as needed for program planning and development in all component areas and for the overall program
  • Develop, monitor, evaluate and report on financial control programs and procedures
  • Prepare and present monthly financial report to the policy council and the board
  • Conduct financial trainings for staff. Develop in-kind reports and process invoices for partner agencies
  • Ensure that all subsidy child care vouchers and financial reports are reported accurately
  • Consult with the VP of Business and Finance, the Head Start Director on general ledger adjustments and journal entries
  • Review monthly reconciliations of the Head Start and Early Head Start bank statements
  • Develop the cost allocation plans and reports
  • Ensure that all purchases made are in accordance with the Board of Regents fiscal policies, Head Start and Georgia Department of Early Care and Learning regulations
  • Works with the accounts payable  personnel to research and correct accounts payable  problems
  • Develop and maintain accurate chart of accounts, including but not limited to: the allocation of program income, outlays and in-kind contributions
  • Attend and present reports at Head Start/EHS and Board meetings
  • Perform other duties as assigned

Qualifications:

Minimum:

  • Bachelor’s Degree in Finance, Accounting or related field of study
  •  Experience in fiscal management of state and federal grants and contracts
  • Pass a credit check, criminal background investigation,  and drug screening
  • Strong computer literacy, keyboard skills (Word processing, database and spreadsheets, accounting software, Internet and e-mail use)
  • Driving for meetings, presentations and site visits in outlying areas
  • Ability to determine and prioritize workload while being flexible
  • Application of the principals of accounting services and financial policies work place situations and processes
  • High level of accuracy and attention to detail
  • Ability to focus on organizational detail while maintaining a bigger picture vision

Preferred:

  • CPA or Master’s Degree
  • Five to ten (5-10) years of experience in Fiscal/Accounting Management
  • experience in Fiscal/Accounting in educational organization settings and/or Non -Profit organizations

Working conditions:

  • 40 hour work week (Monday through Friday
  • Occasional work after normal business and on weekends
  • Work is in a climate-controlled environment

 Physical requirements:

  • Ability to sit at a workstation for extended periods
  • Occasional ability to lift, carry, and put away office supplies weighing up to 25 pounds
  • Ability to see, hear, and speak to perform normal office tasks
