Background and Purpose

As part of the Higher Education Act of 1965, Title III, Part B is a U. S. Department of Education program. The purpose of this program is to provide financial assistance to establish or strengthen the physical plants, financial management, academic resources, and endowments of historically black colleges and universities (HBCUs).

Allowable Activities
break
Funds may be used for the:
- Purchase, rental or lease of scientific or laboratory equipment for educational purposes—including instructional and research purposes;
- Construction, maintenance, renovation, and improvement in classroom, library, laboratory equipment and other instructional facilities;
- Faculty development and exchanges;
- Academic instruction in disciplines where blacks are under-represented;
- Purchase of educational material;
- Tutoring, counseling, and student service programs;
- Funds and administrative management and acquisition of equipment for use in strengthening management;
- Joint use of facilities. Support is also provided to 16 graduate HBCUs that are making a substantial contribution to the legal, medical, dental, veterinary, or other graduate education opportunities of African-Americans;
- Establishing or improving a development office;
- Establishing or enhancing a program of teacher education; and
- Establishing community outreach programs that will encourage elementary and secondary students to develop the academic skills and the interest to pursue postsecondary education.

The FVSU Title III Program, for the 2009-2010 grant year, consists of eight project activities that systematically address university critical need areas, as identified via the FVSU strategic initiatives 2007-2012. Activity project directors, titles and awards are listed below:

As a means to assist directors in the implementation of their respective project activities, the Title III Procedural Manual provides comprehensive management information as well as the appropriate Title III Forms for requisitions, travel, consultants, reports and time and effort submission.

Internal Procedures for Securing Approval

Feel free to call the Title III Office to ascertain allow-ability of an expenditure request that you are considering. However, please note that a favorable allow-ability quote does not imply approval! Requests must be submitted to your direct supervisor and routed through the signature process for approval at the Vice President level. The approved documents are then forwarded to the Title III Office.
